HONGKONG. 7th December, 1920.

My Lord,

I have the honour to inform Your Lordship that Mr. W. Chatham, C.M.G., will proceed on vacation leave in January next preparatory to retiring from the service. The post of Director of Public Works in this Colony will, therefore, become vacant in the course of the month of April.

I recommend strongly that the vacancy should be filled by the promotion of Mr. T. L. Perkins, the First Assistant Director of Public Works. Mr. Perkins will by that time have been in the service of the Colony for 17 years and will be 53 years of age. Mr. Perkins is an excellent officer whose work has given complete satis- faction. He is able and hardworking and has a very com- plete knowledge of the Colony. He has also the advantage of being popular with the community generally, which is a great asset in a small place where the nature of the Director of Public Works' duties brings him much into con- tact with the public.

I trust that Your Lordship will see your

way to accept this recommendation, but in case it is decided to fill the post by transfer from another Colony
